When importing multiple programs it's a pain that the Import button goes away after a single import (since bulk imports aren't working). In order for me to add another program import it requires me to back out of the program setup and then return.

Currently, applicants are able to copy/submit multiple applications for programs they were nominated for. This creates duplicate applications (that are not tied to a nomination).
