Better mobile access for admin portal

Currently the admin portal for GrantsConnect is only available for desktop or tablet, but still not exactly tablet friendly either. In a lot of circumstances, our admin teams are on the go and need to be able to reference things when they are away from their desks. Better mobility on mobile devices for the admin portal would be super beneficial for teams that need the availability to access applications when they're on the go.

    Being able to review applications and submit the designated action forms that are in specific workflows is top on our list. For instance, we have team members that are on the go quite frequently and do a lot of reviewing/approving from their phones and tablets for convenience. We can't see the admin portal at all on a mobile device and if it's a tablet, there's many times where the screen sizing still isn't supported.
