Update Mass Approval Workflow to Parity closer to Mass Decline Workflow - Email Enabled by Default

Right now there is a vast difference in the Workflow for mass declines and mass approvals. It would be ideal if these had more parity... especially in the fact that they are a single tab (like the mass declines) and emails were enabled by default (like the mass declines). Currently, the mass approval workflow has multiple tabs and the email setting is unselected by default. This makes it easy to overlook until after the fact. Also, it creates a disparity in the experience for grant managers using mass action workflows.
