When assigning forms to workflow levels in program setup, many times the forms are there for reference to managers, so they forms have the same settings for "view only" and "see all previous submissions". Being able to select multiple workflow levels and add the form with the same settings to multiple workflow levels would cut down on the build time for workflow levels and help prevent unintended errors when building the forms list individually.
