Show Cycle order from most recent to least recent as default in dropdown menu

Ex. When copying application response information, prior applicant years are showing oldest to newest in drop down. Clients are having to scroll through numerous program cycles to get to most recent.

    Once I copy the grant, I need to edit the cycle of the grant, the list is from old to new. I have attached an screen shot.
