Add "not one of" option to Filters to Workflow Levels

There are only currently "not blank" and "one of" as options for workflow levels, but I have a lot of workflow levels. Neither of these is helpful as I am not going to select all but the one workflow level I'm seeking to exclude from that filter.

    Yes, Meg, I would not have to continue to scroll through a long list, I could create a list based on one workflow level easily. It would save 5-10 minutes from each time I log in to the portal. It's not efficient right now only being able to select one of as I'd have to select 30+ options and leave one off.
