Some clients require a large number of reviewers, but have to pay for full user accounts. These folks often rotate in and out seasonally, and the permissions of a full users are more challenging to update/adjust. A new level between full user and applicant would create a more outward facing user experience for non-experts/admins, while allowing client flexibility.
