When no actions remain, no longer send workflow level reminders

I reported this as a bug but was informed that it is behaving as expected. I would like to request an enhancement to the notification process. When no actions remain, the grant managers no longer want to receive notifications. I propose a few options. 1. Add a setting to the workflow level to identify it as the final resting place for applications and no notifications are sent to grant managers if it is here; 2. Once the application is approved or declined, if no actions remain for the application, cease grant manager notifications. 3. Add an option at each workflow level that indicates whether grant managers need notifications at this level.

    Thank you for your feedback. If you had a workflow level that was a 'final resting place' and that workflow level had no users, the workflow summary emails would no longer go out to that user for that application. Is there a reason this approach will not work?
