Many times, after a cycle closes, applications are still reviewed and payment is processed by grant managers. To complete the payment and award, the cycle has to be re-opened, allowing applicants to sneak in applications even though the submission cycle has been closed. This is particularly tricky if they have a draft application, in many cases they could get a notification from GrantsConnect reminding them to submit their application. It's confusing for the applicant (since the system could be telling them to submit their application) and makes more work for the grant managers as that adds to the number of applications they have to review. It would be more efficient and clear if we could have our own cycle dates from an administrative perspective and applicants have their own submission start/end dates.

I'm trying to issue awards and payments after the cycle closes to applicants. Basically I would like a submission cycle for applicants and a separate operating cycle for admins.
For example, I set my cycle to close on September 1 as that is the last date I wanted applicants to submit their applications. From there, I take several weeks to review applications and if there are ones I want to approve and award, I'm not able to unless I re-open the cycle by changing the date, to the present or future date. If the cycle stays open a couple days while I do that, applicants can technically submit applications because the cycle has been re-opened (even though I don't want them to). Most applicants wouldn't know the cycle has been re-opened, unless they have an application in draft status, then they would get a reminder to submit notification (many applicants leave applications in draft status). I want to avoid applicants submitting applications when they shouldn't be.
Thank you for your feedback. Could you please provide a bit more information about what you are trying to achieve? Why do you need the cycle to be re-opened to complete the payment? Do you want the draft applications to be included after the cycle end date?
