Allow Copy Feature of an application to be selected by program needs

Currently, GrantsConnect has a universal feature with the ability to copy an application for future requests. We would like the ability to turn off the copy feature for our program, and require a new application each submission.

    Our grant program is for individuals vs. organizations. When an individual has the capability to copy a former application, we must ask for revision or cancel and ask them to begin a new application relative to their current need/event. There is no scenario that copying a former application is useful in our environment.
