Allow Custom Emails to be Enabled on Workflow Level, Without a Form Associated

Currently, the only emails that can be automatically sent upon entering a workflow are those associated with a form, or an email to the grant manager that applies every time it moves to a workflow. This ask is to enable an applicant-facing email to be sent when moving to a new workflow, even if there is no form associated.

    An example provided to me by my client would be having an email sent out to let the applicant know that they have completed the process. For example, there would be an impact report sent to them and a review form for the grant manager to complete after this report is completed. Once these two steps are completed, the applicant would be sent an email that says, "Thank you for submitting this grant, you have completed the process." or similar.
