Custom Pop-up Window to notify customers Grant Managers of changes

Allow a GrantsConnect customer to utilize a pop-up window to notify their grant managers of changes within their program when they log in.

Example:

A grant program has a change regarding the maximum dollar amount a grant request can be awarded. The company creates a notification to explain the change in budget details in a custom text field. Similar to the release notes pop-up window. When any user logs into grants connect the notification will pop up with the details and once the user has read and closed the window they will move on to normal GC use.
